Key findings include that the project studied resulted in more space for companies from the creative industry and the settlement of local ‘circular’ entrepreneurs and start-ups, although it remains unclear to what extent these benefit from each other’s presence. With the City Model Canvas a multi-layered model is being used to better assess the impact of the urban development being studied. However, it has proved more complicated to assess multifaceted developments of the area studied in this paper. In order to assess urban area developments, typically rather straight-forward quantitative indicators have been used. This paper is based on an urban area experiment in the Dutch city of Utrecht. However, technical and ecologic aspects have their effects too and need to go hand in hand. Traditionally, urban development policies have mainly been aiming to improve the socio-economic wellbeing of neighbourhoods. In recent years circular economy has become more important for the development of many places including cities.

The five building blocks inherited from the BMC (as defined in Osterwalder and Pigneur 2010) are: (1) Key Resources (KR), the building blocks that describes the most important assets required to make a busi- ness model work (2) Key Activities (KA), which describes the most important things a company must do to make its business model work (3) Channels (CH), which describes how an organiation communicates with and reaches its customers to deliver its value proposition (although, in the case of SEs, not only its customers, but also its beneficia- ries) (4) Cost Structure (C$), which describes all costs incurred to operate a business model.

in order to meet the challenges of SEs by adopting the instrumental prin- ciples described, the SEMC is composed of 14 building blocks (see Figure 2): four of them are inherited from the BMC and designed to contain the same type of informa- tion five of them correspond to the remaining building blocks of the BMC, but they have been redefined to fit the analysis and terminology of SEs, and finally, five building blocks are new and specific to the analysis of SEs.
